  The First Councilor is also responsible for:

  - to replace the Ambassador, as Chargé d'Affaires
  a.i. in the absence of the territory thereof;

  - analyze political situations, explain Ivorian 

  positions and write draft summary notes by
  the Ambassador;

  - to monitor relations with the Ministry of Business
  Foreigners of the Federal Republic of Nigeria, the
  Embassies, ECOWAS, and International Organizations
  accredited to Nigeria;

  - to draw up technical sheets, to make proposals,
  to facilitate decision-making.

  The missions of the Defense Attaché are as follows:
  - support, publicize and justify the defense policy of Côte d'Ivoire,
  - enhance the capabilities of its forces, their activities and their equipment;
  - represent the Minister of Defense before the Diplomatic Mission in his
  jurisdiction;
  - promote and animate bilateral military relations and steer the actions of
  military cooperation or assistance,
  -appreciate their efficiency and their adequacy to the needs of Côte d'Ivoire or local needs;
  - ensure the role of advisor and expert to the Head of the Diplomatic Mission
  defense issues,
  -to support crisis prevention or management actions;
  - observe the Defense policy of the country or countries under its jurisdiction;
  In addition, and according to the agreements between Côte d'Ivoire and the country of accreditation, the Attaché
  Defense can be entrusted with the following missions:
  - Liaison officer with the Armed Forces of the country concerned.

  -development and supervision of actions contributing to the
  enhancement of the Ivorian cultural and tourist heritage;

  - monitoring and coordinating relationships with stakeholders in the local cultural and tourist sector;
  - management of cultural affairs, in particular scholarships and professional training courses;
  - management of students and students pursuing studies in the host country.

  - In charge of Economic and Commercial Prospecting and raising the volume of trade
  between the Federal Republic of Nigeria and the Republic of Côte d'Ivoire.

  - Launch Eco-Diplomacy through an offensive strategy to conquer the Nigerian market for
  Ivorian Economic Operators.

  Responsable : M. TIA DAN EUGENE

  

  This service is responsible to:

  - ensure consular protection for Ivorian nationals in Nigeria;
  - keep the registers of civil status, marriage, death, birth, and the transmission to the Ivorian authorities concerned of all documents relating there to;
  - process visa applications;
  - process requests for legalization and authentication;
  - process passport and pass requests;
  - register Ivorian nationals and update the register periodically;
  - send the various civil status registers to the competent Ivorian authorities at the end of the year;
  - follow up on questions of mutual legal assistance;
  - monitor the activities of the Honorary Consulates of the Republic of Côte d'Ivoire in Nigeria.
  The Head of Consular Services is the focal point of the Supreme Court, the Ministry of Foreign Affairs (Directorate General of Legal, Consular Affairs and Civil Status) of the Ministry of Justice and Human Rights, the Ministry of the Territorial and Decentralization Administration and the Ministry of Security and Civil Protection.

  Focal point of the Ministries of Economy and Finance, Budget and State Portfolio, The Accounting and Financial Department is a decentralized post of the Public Treasury.  It is responsible for the financial and accounting management of the Representation in Nigeria.

  It is headed by a Paymaster who, in liaison with the Ambassador, executes the budgets, in revenue and expenditure, of the embassy and of all the departments of the technical ministries represented.

   

  As such, the Paymaster is responsible for:

  Support and collection of all revenue (chancery fees, visa and biometric passport fees, etc.) from the Representation;
  The execution of all public expenditure;
  Cash management (custody and handling of public funds);
  Keeping the Post Accounting;
  Custody and preservation of all accounting books and documents;
  The production of the management account to be transmitted to the Court of Accounts for judgment.
  The Paymaster is the Ambassador's Financial Advisor.

  Under the responsibility of the Ambassador, Head of Mission and Authorizing Officer, this Service is responsible for:

  - execute the budget by committing, scheduling and settling the various expenses;
  - record the receipts;
  - keep, monitor and archive budget documents;
  - receive invoices and pro-forma;
  - keep administrative accounts;
